Nashville Man Charged with Abuse of an Impaired Adult

NASHVILLE – An investigation by Special Agents with the Tennessee Bureau of Investigation’s Medicaid Fraud Control Unit has resulted in the indictment of a Davidson County man charged with abusing an impaired adult.

On August 13, 2014, at the request of the Tennessee Department of Intellectual and Developmental Disabilities, TBI Agents began investigating a report of abuse of an impaired adult at the New Horizons Day Services Program on Harding Place. During the course of the investigation, Agents developed information that on July 28, 2014, an impaired adult male patient at the facility had a behavioral episode. Willis Rutledge was an employee at the facility at that time, and the investigation shows Rutledge put the patient in a choke hold and threw him to the floor. The incident was captured on video from inside the facility. Willis Rutledge has since been suspended from his position with New Horizons Day Services.
